Napolitano says the Army's occupation of Juarez has failed, and Calderon asks for help fighting drug-trafficking

Janet Napolitano, U.S. Homeland security secretary, said that deploying the Army in Juarez City "hasn't helped" to contain the wave of violence which cost the lives of three persons with ties to the U.S. consulate last weekend. Mexico's President Felipe Calderon, during another visit to Juarez, said that the fight against organized crime and stopping the trafficking of drugs, arms and illicit money should be a job that is shared between the U.S. and Mexico and that this should be done within the sphere of their respective authorities, each in their own territory.
