Governor Cesar Perez Vivas said Tachirense people are victims of violence by foreign groups
The killing of ten people at the border (nine of them Colombian) reveals the presence of irregular groups in the area, which are, according to the governor of Tachira, Cesar Perez Vivas, becoming every day "more hostile." According to Perez Vivas, people in Táchira are the victims of violence and of armed foreign groups that are systematically harassing the people of different border municipalities in Táchira. The governor sent a document to President Hugo Chávez in which he explained the situation and asked that the Venezuelan military forces and security agencies be ordered to protect the community. He complained of the lack of an adequate military presence in many regions of Venezuela.
