Honduras' New President to 'Heal Crisis'
Plans to create a national reconciliation commission show that Honduras is "serious" about healing the crisis.

The Obama administration is confident that the Honduran political crisis is over, now that a new president has been sworn in, and his ousted predecessor has left the country for exile.
The U.S. is "optimistic that the future is bright for Haiti and its relations with its neighbors," a senior State Department official, Craig Kelly, told a Miami conference of the Association of American Chambers of Commerce on Thursday.
Kelly, who is a senior official in the Western Hemisphere department, said that in good time most governments in the region would recognize the currently ostracized government of Porfirio Lobo Sosa, who was sworn in Wednesday.
"I think we are going to see a trend," as more and more countries recognize the government, he predicted. Most countries stayed away from Lobo's inauguration, or sent low-level delegations.
Miami Herald columnist Andres Oppenheimer agrees. "Judging from what I'm told by key Latin American and U.S. officials, Lobo's isolation won't last long," he wrote in his regular column which is widely syndicated throughout Latin America. Oppenheimer said the OAS would likely reinstate Honduras fairly soon.
In a telephone interview, Costa Rican President Oscar Arias, who was the first mediator in the Honduran crisis, told Oppenheimer that "Within the next few months, little by little, the countries that agreed to reestablish diplomatic ties with Honduras will do so. There will be some that probably won't, but the immense majority of countries in the world will.''
Meanwhile Dominican president Leonel Fernández flew home to Santo Domingo with disgraced former president Manuel Zelaya, who appears to have given up his quest for reinstatement after his June ouster.
Plans to create a national reconciliation commission, as well as a truth commission, showed that the country was "serious" about healing the crisis, Kelly said, describing the new government as "very socially conscious and forward looking."
Kelly also said the Honduran crisis had prompted internal U.S. analysis of how Washington's diplomatic performance. Among the questions being asked; "How can we do a better job of heading off these crises," he said.
As a result of failing to foresee the events on Honduras, U.S. diplomats spent seven months "playing crisis management," he said.
During questions, Kelly found himself defending U.S. policy across the region, not just in Honduras. Tampa Port Authority head, Richard Wainio, said he was disappointed to hear president Obama dodge the issue of free trade with Panama and Colombia in the State of the Union address on Wednesday. The Obama administration had failed to outline a clear policy for the region, Wainio said.
Kelly blamed that perception on the distraction of the Haiti crisis, saying the White House stated its regional policy clearly at the OAS summit in Trinidad last year. But he conceded that the administration's vision was not fully understood.
"We do have to do a better job to spell out what that vision is," he said.
